Isaiah Bradley was never frozen, his aging has been slowed because of the serum but he is just aging slower. Theoretically, Isaiah Bradley is probably born between 1930–1938 because he was in the Korean War. So in the MCU 2023, he is over 80 years old.
Bucky survived the fall from Zola's train (although he lost his left arm) thanks to the results of Zola's experiments he endured when he was held captive with the 107th.
They were both cryonically frozen (presumably a normal person would have just been frozen to death, but their super serum enhanced physical abilities let them survive where their metabolisms were essentially zero and thus no ageing took place while Cap was in ice and Bucky in the Soviet Hydra cryo tubes.
The Winter Soldier was pulled in and out of cryostasis by Hydra.
