Team Flash is always very wary of incarnations of Harrison Wells, and to be honest, it's a little unfair. Out of all the Wells the show has featured, only one of them turned out to be evil, and he's actually Eobard Thawne taking on the face of Harrison Wells.
Characterization. Cavanagh has differentiated each version of Wells he portrays based on character mannerisms, voice, and origin story. He described Harry Wells of Earth-2, introduced in season two, as someone who "seems bad but he's good", the opposite of Thawne.
Even as a child, Harry's intelligence was good enough to have solved Einstein's riddle. His intelligence was noted to even exceed Eobard Thawne's, a well-regarded genius even by the late 22nd century's standards, and possibly ranked as the greatest on Earth Two.
In the original Earth-1 timeline, he would found S.T.A.R. In the Earth-Prime timeline, Harrison's life played out the same and he was still murdered, but he was resurrected through particles left behind after his other doppelgängers' sacrifice.
When he arrived, Wells pretended to be evil but revealed that he was just joking, and introduced himself as "H.R.". When a massive monster attacked Central City, it's revealed that HR isn't a genius like his counterparts. In actuality he was an Author on Earth-19, and the public image of his Earth's STAR Labs.
So it's only logical to conclude that Harrison Wells has an IQ of 270–350 Seeing as how he can casually muster up the technology that the plot requires. And, was one of he first humans to discover dimensional hopping. And figured out how to transfer Barry's speed onto Zoom.
Harrison "H.R." Wells (died May 23, 2017, pre-Crisis timeline) was the former director and face of S.T.A.R. Labs on Earth-19 and former member of Team Flash. However, he eventually was exposed for being a fraud of a scientist, and everything fell apart for him on his Earth.
History. Harrison Wells of Earth-19 was contacted by Cisco Ramon and the Harrison Wells of Earth-2 to serve as a replacement Wells for the team at S.T.A.R. When he arrived, Wells pretended to be evil but revealed that he was just joking, and introduced himself as "H.R.".

Cisco is at a definitive 250.
Not to mention the fact that making H.R. - one of two characters who only joined the the Team Flash lineup this season - the main villain is a pretty predictable move. Barring any further complications, making H.R. the secret supervillain mastermind of Season 3 just won't carry the shock value viewers crave.
(This is where you look away if you haven't watched yet.) Julian Albert isn't just a d-bag with an irrational hatred for Barry (Grant Gustin), he's actually EVIL! It turns out that Julian has an anti-metahuman agenda not because he just, like, irrationally hates them.
Possible Spoilers in This Answer. Harrison Wells was never the Reverse Flash. In Earth 1, Eobard Thawne (Reverse Flash) used a device from the future, referred to as a Genetic Camouflage by the shows executive producer, to take the identity of Harrison Wells by copying his DNA.
Probably the most common (and most cliché) hockey-talk phrases is “ferda”. Ferda is a shortened form of the phrase “for the boys/girls” which is commonly used in hockey jargon in reference to a good teammate or to an action by a teammate that is beneficial to the team.
