The Flash's top speed was 13 trillion times the speed of light. Quicksilver has never came close to that even at his fastest. In Rebirth The Flash (Barry Allen) was the one who created the Speed Force.

With Barry, Wally is faster than him and for Wally, the only person who has ever been faster than him was Zoom but Wally was able to figure out how to overcome the villain's advantage.
