If after approximately 15-20 minutes the product has not formed a “skin”, the product is most likely expired and will not fully cure. If the silicone has hardened (cured) in the tube, it can not be used and has most likely passed its shelf-life.
For example, silicone rubber stored at 80°F (27°C) will have a shelf life of less than six months. Material stored at 100°F (38°C) will have a shelf life of less than two months.
BSI SO2230 puts silicone into Group C which has the lowest sensitivity to ageing effects and gives silicone an initial ten years shelf life. After this it needs to be tested in some way to prove that it is still “fit for purpose”.

And that will prevent any air from getting into the tube of caulking.
Caulks generally last 12 months, some even upto 18 complete sealed (unused) - from the manufacturing date. Also, depends how are you storing it, factors such as a heated or too cold environment can affect the shelf life of caulks.

Silicone resists oxidative deterioration (normal aging) for decades on end. If disposed of at a landfill for incineration, the silicone (unlike plastic) is converted back into inorganic, harmless ingredients: amorphous silica, carbon dioxide, and water vapor.
What happens is after you apply the silicone, it is still “wet” and never cures. Save yourself some trouble and dispose of old sealants. Usually the sealants are good for about 12 months or so. Don't use expired sealants, or you will end up having to clean it up.
We do not recommend using expired materials because the catalyst inside becomes ineffective. This causes curing times, the time it takes the liquid sealant to become a solid, to increase dramatically. The resulting silicone rubber seal is also of poor quality.
5 yearsIt is recommended to replace the caulk in your bathroom every 5 years, even if it isn't showing signs of wear and tear. By maintaining and replacing your caulking regularly, you prevent damage that may be caused by peeling, cracking, mold or mildew.
Generally speaking, silicone rubber hardens when heated in air, with decreasing elongation as it deteriorates, but in sealed conditions it softens as it deteriorates, and its operating life at high temperatures is shorter in sealed conditions than in air.
The effective shelf life of silicone rubber compounds is dependant largely on what is required from the compound in processing terms. The material tends to stiffen with age but this can be overcome by freshening on a two-roll mill. In general terms most compounds have a declared shelf life of at least 6 months.

Scrape out as much caulk as possible, but don't take so long that the caulk begins to dry.Scrub the caulk residue away using paper towels or disposable cloth rags. Wipe the area down with clean water to remove any residual soap or solvent.
Because silicone is so durable, it doesn't easily biodegrade or decompose.

How long does silicone take to decompose? It can take from 50 years to 500 years.

Most silicone sealant products will last a minimum of 20 years, but you may want to begin checking your windows and in your bathroom sooner to ensure there are no gaps anywhere.
Even the Order isn't immune to this strange alteration, as during the big Ministry Battle at the end of the film adaptation of Order of the Phoenix, the Order members can fly around as light… angels… and tango with the Death Eaters in mid air.
Goats might not seem like the most cuddly animals, but researchers have found evidence that goats are as clever as dogs, and just as capable of building emotional relationships with humans as all the other domesticated animals we've let into our hearts and homes.
