Yes, Savitar is faster than Zoom or Reverse Flash, as he has the ability to take speed force from almost any object. So he can in reality take the speed force from any speedster(except Wally West) and be faster than any of them.

No, Dumbledore does not come back from the dead in Deathly Hallows part one or two. He, when Harry Potter gets hit by the Killing Curse, is shown, however that is him in whatever afterlife wizards have. He is only there to tell Harry Potter to go back to the living.
