Gandalf is greater than Dumbledore, although (or perhaps because) he had less power. He rallied all the free peoples of Middle-Earth to the cause, gave them heart, and sacrificed himself to save his friends and the quest in Moria. He worked tirelessly for centuries.
Godrick Gryffindor, one of the four founders of Hogwarts, and the owner of the legendary Sword of Gryffindor, was absolutely more powerful than Dumbledore— and it's a good thing he was, too, because Dumbledore wasn't around in Hogwarts' early days to keep Godrick's fellow founder Salazar Slytherin in check.

Hands-down, Albus Dumbledore was the most powerful wizard of his time. Most regarded him as the strongest wizard in history, and even Lord Voldemort himself feared to face him. Beyond his many impressive titles and positions of power, Dumbledore exhibited absolutely extraordinary abilities on several occasions.
Harry Potter's greatest weakness is his want and need to help others. We see this play out in almost every book. In the Philosopher's Stone, we see Harry save the snake in the zoo by speaking Parselmouth and his untrained powers do the rest.
Bellatrix flees too after killing Sirius. Because she knew she's no match from Dumbledore. In Atrium she even tries to warn Voldemort that Dumbledore is here. This shows that she herself was afraid of him.
Bellatrix, of course, was also Lord Voldemort's most loyal servant and most talented Death Eater. She seemed to have a sick obsession with Voldemort that went so far beyond romantic desire. She was also very clearly scared of him and his remarkable magical abilities.
