Kratos is semi god already he is God son, illegitimate son of Zeus, and brother of herculis, Than after defeating Aries, he became God, after killing Zeus he became God king, but didnt adopted any throne but remained a vengeful warrior .
Kratos loses his OLYMPIAN powers when he puts them into the sword of olympus, but does not lose the power of hope, it just stays dormant behind his guilt and rage. To keep it simple, kratos absorbs Hades' soul, which gives him the power of souls in the underworld, especially combined with the claws.
When he destroyed “the world” by the end of the game, all of that energy was destroyed as well. In the Norse lands, he was cut off from the energy he required to use those powers. So, he now has no way to access them. His only remaining “power” is his Spartan Rage, and that is because that energy came from him.
Thor, or Thor Odinson, is the God of Thunder, who wields his trusty hammer, Mjölnir. If anyone can get down and dirty with him, it's Kratos. While Thor possesses incredible strength, speed, and power. Kratos can go toe-toe with him, just as proven in the fight against his seemly invincible brother, Baldur.

Out of all the Gods of War, Kratos was the most powerful and fearsome one, since he had the powers of Pandora's Box, the powers of the God of War that belonged to Ares, and plenty of weapons and magic from the other gods and the knowledge to use the godly powers by Athena after the death of his brother.
However, Kratos managed to knock Hades unconscious and latched the Claws onto the bleeding God's skull. Then, he tugged at the hilts of the Claws, which caused Hades' soul to emerge from its broken body. Kratos then absorbed the soul into himself, while the souls of the Underworld escaped and laid waste to Hades' body.
Whenever fighting any of the Gods, Kratos always stated before their fights that his problem was with Zeus only. Since the Gods couldn't allow him to get his revenge on Zeus, then Kratos, on his mind, felt justified to kill them on the spot.

Kratos is by no means weaker in GoW 4. He indeed seems weaker, but this is an effect of the new graphics and the change in gameplay imo.
He hates Ares for tricking him into killing his wife and daughter. He hates Zeus for attempting to kill him, but I always thought that was a little muddy motive. Zeus was justified for trying to stop Kratos as he was murdering everyone to begin with.
