In the original comic book continuity, Sharon was the younger sister of Peggy Carter, the possible wartime love interest of Captain America. She was later retconned as Peggy's grand-niece because of the unaging nature of comic book characters.

Portrayed by. Sharon Carter is the great-niece of legendary S.H.I.E.L.D. founder and Director Peggy Carter. Under direct orders from Nick Fury, Carter was tasked with going undercover as a nurse, living next to Steve Rogers. When Fury was attacked, she blew her cover to Rogers.
Short answer - because Captain America was not her uncle. Long answer - time travel. It's explained in Endgame that quantum time travel works by traveling to alternate universes at the point in the past you are aiming for.
Steve Rogers has always been in love with Peggy Carter, so it was very surprising to see him kiss Sharon Carter in Captain America: Civil War. It didn't help that the two ladies are blood relatives as aunt and great-niece, with Agent 13 speaking at the S.H.I.E.L.D. founder's funeral.
In the comics, Sharon is actually Peggy's granddaughter, and that would have been a whole lot more problematic. Presumably Sharon was pretty close to her uncle, and as a result she was attracted to a man with the same kind of character. She couldn't know that, because of time travel, she actually was kissing her uncle.
