Yeah, in My Hero Academia, Midoriya will learn how to control his powers. In one of the more recent episodes (episode 27), Midoriya makes a considerable amount of progress towards achieving that goal. He learns to use his power better by spreading it throughout his entire body rather than in just one limb.
He learned to control One for All but it's only 5%. He learned to control it when he's interning for Gran Torino. He got the idea from when he made a mistake in heating the taiyaki (because the taiyaki was not rotating inside the microwave) that they will had for breakfast.
In the fight against Overhaul, Midoriya reached a new milestone all by himself in which he can now tap into 20 percent of his One For All power at one time without completely wrecking his body. Then, Midoriya learned how to control a percentage of his power across his entire body.
What quirks does Deku have? Deku has six quirks. The quirk of the 5th user of One For All, Daigoro Banjo allows the user to create tendrils of dark energy from their arms, helping with grappling and increasing the user's mobility.
Deku has and always will have the ability to use 100% of One for All (OFA). It all depends on his body. As his body gets stronger, his 100% will get stronger. If you compare All Might and Deku, All Might's 100% is much stronger than Deku's 100%.
Midoriya's power, One For All, is incredibly unstable. However, Deku, being a fairly frail boy at the start of the series, couldn't harness all his strength without breaking his body. He therefore resolved to learn how to control his strength, only unleashing small chunks of it per fight.
