His only remaining “power” is his Spartan Rage, and that is because that energy came from him. As a Greek God himself, he had that magical ability. Until he dies, he won't lose that ability.
Both are the same character. The world is intact because Kratos traveled to the the Norse Pantheon which is not explained how. Even so, the Greek Pantheon still exists because Kratos gave mankind the power called “Hope” after stabbing himself with the Blade of Olympus.
ZeusZeus, however, weakened Kratos and tricked him into abandoning his godly powers into the Blade of Olympus, which Zeus used to kill Kratos. Although he overcame all obstacles, Kratos was stunned at Zeus's betrayal and swore revenge as he died. Kratos fell into the Underworld, but was rescued by Gaia.
And after killing Ares, Kratos became the God of War. Even in godhood, it was those chains wrapped tight around his arms that gave him permanent scars — a reminder of his past. In God of War 4, Kratos' past still haunts him. He wraps his arms tight in bandages to hide the permanent scars from the chains he once wore.
Unable to do so himself after Zeus' initial punishment, the Gods' Smith could not stand to lose his own child. Reluctantly, Kratos accepted, if only to retrieve the means to kill Zeus from the Box. Over time, Kratos too saw Pandora's potential and grew fond of her.
